This is not an emergent situation, however the light letting you make a left turn out of Brigham way (next to Not your average Joes) seems to last sometimes close to 5 minutes. All of the other intersecting lights will go through 2 cycles before giving us a green arrow. Once it turns it usually only lets 2 cars through before it changes to red. It also seems to do this as you are turning left into Brigham way from university ave.
