Traffic Signal Issue

This intersection continues to be very dangerous for students walking to Downey. While there is typically a crossing guard there, often times the cars aren't stopping, even for the crossing guard. As you drive up the street from Islington Center, you don't see the flashing lights until you come up over the hill. In addition, the flashing lights aren't enough to get traffic to stop. Can there be a traffic light installed, so when anyone needs to cross the street, they can press a button and force traffic to stop via a red signal?
