Dangerous tree leaning on another tree

At the beginning of the trail through the woods from Downey St connecting to Downey St off of Everett st, (between 5 Hawktree and Captain Marden's Seafood warehouse down the hill), there is a 60 ft tree leaning on another tree that needs to be taken down. The base of the tree has rotted and is leaning on an adjacent tree. Not sure who owns the land or who is responsible, but it needs to be addressed.
