Sidewalk Issue

for the second time this year I saw a Tresca Brothers truck that dumped their concrete load onto 109. first off, I don't understand why this keeps happening and if their trucks aren't well maintained or if the RMV needs to look into them. more importantly, it's a shame to me that Westwood spends all the money on a nice sidewalk and crosswalk program, and their concrete has now ruined some of our streets. can they be held accountable and will they fix it properly? it may not be a functional issue, and strictly an aesthetic one, but that should not make a difference, they shouldn't be able to get away with that.
